This is a place that creates and inspires, whether the mind of Borges or the left foot of Maradona. The local galleries have decent collections but the real creativity lives on the streets, in the spray cans and stencils of the graffiti artists, the music that drives the clubs until the early hours and in the driving technique of the taxistas!
